Evacuation Procedures & Policies

OVERVIEW
The goal of this emergency policy and procedures is to provide for the best possible response by Mullins management and University and local authorities in the event of an emergency situation, which develops during an event in the Mullins Center.

CHAIN OF COMMAND
The highest authority in an emergency situation (until authority is taken by local governmental entities) is the Executive Director of the facility. He or she is responsible for he implementation of the policy. Duties of the building management team are outlined below. Only the Executive Director or manager on duty may call for implementation of this policy.

Upon decision to implement Emergency policy, Event Coordinator will call for all parties to clear radio channels 1and 2 and then announce a "Code 100". All parties on radio should acknowledge this code by saying their name followed by "Code 100 received". As this occurs it is the responsibility of the building dispatcher to verify acknowledgement of all parties and report to the Event Coordinator "Ready Code 100". At this time the Emergency plan is implemented as outlined below.

A "Code 100" signal does not call for evacuation of the building. The code signal merely notifies all parties to prepare to evacuate if necessary. The decision to evacuate may be made by the Executive Director for any reason. How ever, should the U Mass Fire inspector on duty order an evacuation, all parties must do so immediately.

    INCIDENT COMMAND CENTER (ICC)
    The Incident Command Center will be in the Security Room on the ground floor of the arena. Persons situated in the ICC shall consist of, and only of,     The Executive Director, Manager On Duty, Lead Engineer, Umass Police commanding officer, and EH&S personnel. During athletic events the Athletic     Director or his/her representative and during other events the promoter will also be present. Any local authority leaders should be directed to the ICC via     the exterior of the facility. The duties of the Mullins Management Staff will be as follows:

    EXECUTIVE DIRECTOR
    Acts as spokesperson for the facility and personnel in the event of an evacuation
    Informs Sales and Marketing Manager of developing events as necessary to inform the media

    EVENT COORDINATOR
    Acts as Incident Commander
    Directs implementation of Emergency plan and evacuatio
    Directs Event Supervisors in evacuation of all persons and patrons in the facility. No groups of persons are to be evacuated until Incident Commander     gives the manger of that group approval
    Event Staff Supervisors will report to ICC to obtain Bullhorns and important information, and then return to arena and concourse

    OPERATIONS MANAGER/RINK MANAGER
    Account for all operation and rink staff
    Direct any searches in conjunction with EH&S and Umass Police
    Direct evacuation of above persons

    OPERATIONS COORDINATOR
    Account for all contracted employees, telecom, stagehands, electricians
    Aid Operations Manager/Rink Manager in above stated tasks

    LEAD ENGINEER
    Monitors building systems
    Conducts searches at direction of Incident Commander

    BOX OFFICE MANAGER
    Accounts for all Box Office staff
    Secures Box Office and Directs evacuation of above persons

    BUSINESS MANAGER
    Accounts for all concessions and contract vending staff
    Ensures that concessions and vending areas are secure
    Directs evacuation of above persons

    ACCOUNTANT
    Accounts for all administrative staff
    Secures all administrative offices
    Accounts for all merchandise sales personnel
    Assists Sales and Marketing Manager as needed

    SALES AND MARKETING MANAGER
    Prepares designated media information area
    In absence of Executive Director, acts as spokesperson for the facility. (Information given to media may come only from S/M Manager at the direction of     Executive Director. No other Mullins personnel are to address media other than to direct media to designated areas.)

    UMASS DIRECTOR OF ATHLETICS (OR REPRESENTATIVE)
    Accounts for team members and athletics staff
    Directs evacuation of above persons

    UMASS ASSISTANT DIRECTOR OF COMMUNCIATIONS (OR REPRESENTATIVE)
    Assist S/M Manager with accounting of media
    Assists S/M Manager with evacuation of media

    SHOW PROMOTER (OR REPRESENTATIVE)
    Will act at direction of Operations Manager
    Accounts for all show staff
    Directs evacuation of above personnel


Mullins Center Evacuation Plan

Upon receipt and acknowledgement of "Code 100" signal all parties will prepare for evacuation of the facility, but will not do so until ac announcement is made over the public address system. This announcement will be made by the incident commander/ Event Coordinator or his/her designated representative by saying.

"Ladies and Gentlemen, your attention please. At this time we ask that you exit the building in an orderly fashion. Please follow the direction of the nearest uniformed staff member."

(This announcement will be made three times consecutively and then as needed until the building is clear.)

The evacuation of the building will be done in the following manner:

  1. Booking Coordinator establishes media information site at approval of Executive Director.
  2. Executive Director gives order to evacuate. Event Coordinator carries out the order. Evacuation routes and gathering places
    1. Sections R, S, T, U, V, W, X, XX through west stair towers to tennis courts
    2. Sections Y, Z, A, B through North Entrance to Lot 25.
    3. Sections C, CC, D, E, F, G, H, J, K, L, LL through East Concourse to Lot 25.
    4. Sections M, N, P, Q, QQ through South Entrance to the barn across Commonwealth Ave.
    5. Floor Sections through Northwest door to the baseball bleachers.
    6. *Each gathering site will be supervised by an Event Staff Supervisor with a bullhorn until management or local authorities assume control.
  3. Box Office Manager and Accountant notify Event Coordinator that all areas are secure. On approval of Event Coordinator, Managers will evacuate workers to announcer booth at the\ baseball field and confirm that all persons are present and accounted for.
  4. Business Manager will notify Event Coordinator that all vending and concessions stands are secure. On approval of the Event Coordinator, Business Manager will evacuate workers to announcers booth at the baseball field and confirm that all persons are present and accounted for.
  5. Operations Manager/Rink Manager Will notify the Event Coordinator that all patrons have left the building. Event Coordinator will give order to evacuate the Event Staff to the exterior of the building forming a perimeter around the arena to keep patrons from reentering or approaching the building.
  6. Event Coordinator, Operations Manager, and Lead Engineer will make final sweep of entire building to ensure that all persons have evacuated and return to ICC.
